[PATCH] arm: Add missing vcvt for FP16
This patch introduces support for missing VCVT instructions (conversions between floating-point and fixed-point, and between floating-point types) for FP16 (half-precision floating-point) in binutils’ ARM assembler. The implementation maps these to existing FPv3 Half Precision instructions, following the pattern used for other FP16 instructions. The changes have been tested across various ARM configurations.
