This commit simplifies the definition of SVE type suffixes in the aarch64 backend. DEF_SVE_TYPE_SUFFIX is now defined in terms of DEF_SVE_NEON_TYPE_SUFFIX. This change requires callers to only define DEF_SVE_NEON_TYPE_SUFFIX when including aarch64-sve-builtins.def, reducing redundancy and consolidating definitions.
