A self-test within the floating-point range optimization (frange) incorrectly assumed the existence of signed zeros. This commit guards the self-test with the HONOR_SIGNED_ZEROS flag, ensuring it only runs on architectures that support signed zeros, such as systems compliant with IEEE 754. This prevents test failures on platforms like VAX.
