The Makefile.tpl now marks mail-report.log and mail-report-with-warnings.log as .PHONY targets. Previously, Make would consider these files up-to-date after their first creation, preventing regeneration unless manually deleted. Marking them as .PHONY ensures they always rerun when invoked, aligning with their use as on-demand report generators.
