A test case in libstdc++ (std/time/clock/utc/leap_second_info-2.cc) was failing when the embedded tzdata.zi file was not configured, and no prior test had created a local copy. The chrono::reload_tzdb() function would throw an exception due to the missing file. This commit adds a step to create an empty tzdata.zi file before the problematic call, ensuring the test passes by satisfying the function’s requirement for the file’s presence, even if the data itself is invalid.
