This commit removes an always-on MATCH_DECLARATIVE debugging condition in the libgcobol library and appeases the cppcheck static analysis tool by making minor adjustments in various cobol compiler source files. It also removes an obsolete PICTURE workaround in symbols.cc and adds new test cases for numeric display to alphanumeric comparisons and conditional references.
