This commit cleans up the DOM (Demand-Oriented Multiple-assignment) subsystem by removing an unused and undefined expr_hash_elt constructor overload from tree-ssa-scopedtables.h. Additionally, initialize_expr_from_cond, which had no users outside its own file, is now declared static in tree-ssa-scopedtables.cc, improving encapsulation.
