aarch64: Add SME_MOP4 predefines
Defines the __ARM_FEATURE_SME_MOP4 macro and adds a test for it.
This commit adds the __ARM_FEATURE_SME_MOP4 feature test macro and a corresponding test case to verify its correct definition when the +sme-mop4 extension is enabled. Documentation for the new extension flags is also updated. This complements the earlier addition of the +sme-mop4 flag itself.
In Details
The +sme-mop4 extension for ARM SME is now accompanied by its feature test macro, __ARM_FEATURE_SME_MOP4, and a test to ensure it's defined correctly. This commit updates documentation and the C preprocessor definitions within the aarch64 backend to reflect the availability of this SME feature.
