C++: Improve diagnostics for nullptr_t and meta::info types

Compiler diagnostics now provide clearer information about nullptr_t and meta::info types.

This commit enhances the compiler’s diagnostic messages for std::nullptr_t and std::meta::info types. Previously, these types, along with their qualified versions (e.g., const volatile), were often printed identically in error messages, losing important information. The updated diagnostics now correctly display qualifiers and differentiate between type aliases and direct decltype expressions, making it easier for developers to understand and debug issues related to these types, particularly in reflection and static assertion failures.

In Details

GCC's dump_type and dump_expr functions are responsible for generating human-readable representations of types and expressions in diagnostics. This change improves the output for NULLPTR_TYPE and META_TYPE. For NULLPTR_TYPE, it now correctly prints decltype(nullptr) with cv-qualifiers and distinguishes it from the std::nullptr_t alias. Similarly, for META_TYPE, it handles std::meta::info and other reflection-related expressions more clearly, providing better context for users debugging template metaprogramming and reflection code.

For Context
nullptr_t
The type of the nullptr keyword in C++, representing a null pointer constant.
meta::info
A type likely from a C++ reflection library, used to represent metadata about types or declarations.
diagnostics
Messages generated by the compiler to inform the user about errors, warnings, and informational notes during the compilation process.
cv-qualified
Refers to types that have been qualified with const (c) or volatile (v) keywords, affecting their mutability and optimization behavior.
decltype
A C++ keyword that determines the type of an expression at compile time.
reflection
A programming technique that allows code to inspect and modify its own structure and behavior at runtime or compile time. In C++, this often involves metaprogramming libraries.
