Simplify value-range guarded min/max expressions.

Optimizes MIN_EXPR and MAX_EXPR by simplifying expressions involving type limits and constant values.

This change simplifies MIN_EXPR and MAX_EXPR in the match module. When one operand is at the maximum or minimum value for its type, the expression can be reduced. The optimization is extended to handle constant values that fall within specific ranges, improving code generation by avoiding unnecessary conditional checks and min/max operations.

In Details

The match.pd pattern matching rules in GCC have been updated to simplify MIN_EXPR and MAX_EXPR when one operand is a type boundary or a constant within a provable range. This optimization avoids unnecessary conditional logic and min/max calls, particularly when constants are involved and their relationship to the other operand's range is known by the Ranger pass.
