Fix bootstrap failure caused by stray semicolon in ivopts

Removes a semicolon that caused a bootstrap failure in loop invariant optimization.

A recent change in the loop invariant optimization (ivopts) pass introduced a bootstrap failure due to a stray semicolon. This semicolon inadvertently created an unused value diagnostic. The commit removes the problematic semicolon and also cleans up formatting in the affected code.

In Details

A regression was introduced in tree-ssa-loop-ivopts.cc where a stray semicolon in ivopts_estimate_reg_pressure caused an unused value diagnostic during bootstrapping. This commit removes the semicolon and fixes formatting, resolving the bootstrap issue. The patch was pushed directly to trunk after verification on x86_64.

For Context
ivopts
GCC's loop invariant code motion optimization pass. It identifies computations within loops whose results do not change and hoists them out of the loop.
bootstrap failure
An error that occurs when the compiler fails to build itself. This often indicates a serious bug in the compiler's front-end or optimization passes.
unused value diagnostic
A compiler warning or error that indicates a computed value is not subsequently used, potentially signaling a logic error or dead code.
