Port NEON AES intrinsics to pragma-based framework

AArch64 NEON AES intrinsics are now part of the pragma-based framework, with new assembly tests added.

This commit ports the AArch64 NEON AES intrinsics (FEAT_AES) to GCC’s pragma-based framework. It removes old builtin functions and their definitions, replacing them with new declarations in the base neon-builtins file. Assembly tests have been added to verify the functionality of these cryptographic intrinsics.

In Details

The AArch64 NEON AES intrinsics (FEAT_AES) have been migrated to the pragma-based framework. This change unifies their implementation with other SIMD intrinsics under a common management system, simplifying maintenance and potentially enabling further optimizations. Previously, these AES intrinsics were handled via specific builtin definitions, which have now been removed in favor of the more generalized pragma-based approach. Assembly tests are included to ensure correctness.

For Context
NEON
ARM's Advanced SIMD (Single Instruction, Multiple Data) extension, providing hardware acceleration for multimedia and signal processing.
intrinsics
Special functions that allow programmers to access hardware instructions directly from high-level code, often providing performance benefits over standard C functions.
pragma-based framework
A system within GCC where specific functionalities, particularly for hardware features and built-ins, are managed through a generalized 'pragma' or directive-based approach, allowing for a more unified and maintainable implementation.
FEAT_AES
A hardware feature on ARM processors that provides acceleration for Advanced Encryption Standard (AES) operations.
